Capability deviation from the national mix
Bars are the deviation from the national mix of the same year. A bar can fall while the level rises, because the country moved too. Hollow marker is 2001. Grey band is the middle half of the 250 counties carried.

Limits of this measure
The capability ratings do not move when the year does. Only the weights on them do. If an industry here changed how it works over these years, by automating a line or moving a service online, this series cannot see it. It sees only that more, or less, of the work located here is the kind that leans on a capability.
